For most of the last century the ability of doctors and drug treatment centers to help opiate addicts has been hindered by the federal government’s Harrison Narcotic Act of 1914. It was originally designed as a tax act and interpreted by the Supreme Court to prohibit doctors from prescribing opiate based medications to opiate addicts. Methadone is second only to heroin in opiate based overdose deaths. Heroin either alone or in combination with other substances accounted for 43 percent of all drug overdose deaths in 2005.
